Performance Max lead generation: why the leads are junk and how to fix it
Performance Max lead generation sends junk when Google is told that every form-fill is a success. It then finds more people who fill in forms, including bots. The fix is to bid on qualified leads, filter spam on the form, and limit where the campaign can spend: your pages, your locations, your channels.
Performance Max lead generation has a bad name with UAE businesses, and it is mostly earned: fake numbers, people who never asked for a call, enquiries from countries you do not serve. I hear it from clinic owners, property brokers and business setup firms.
The campaign type is not broken. It does exactly what it is told. Below are the six mistakes behind most junk leads, the setting that fixes each, and the order I fix them in.
Why Performance Max sends junk leads
Google's own Performance Max best practices for lead generation say the AI "is only as good as the inputs it receives", and that conversion data matters most on channels that do not use search queries as intent signals.
That second point explains most of the junk. On Google Search, a person typed what they want. On YouTube, Display, Gmail or Discover, there is no query. The conversion you count is the only thing that tells Performance Max what a good lead looks like.
If that conversion is "form submitted", the system learns to find people who submit forms. A bot counts the same as a buyer, and so does someone who taps an ad by mistake and types any number to make it go away. Each one is reported as a success, and the campaign goes looking for more.
Is Performance Max lead generation worth it? A decision rule
Google's rule for value-based bidding is to pick the conversion goal closest to a sale that still has at least 15 conversions in the last 30 days (Google Ads Help). I use that number as a gate for Performance Max in lead-gen accounts.
- Run it if you can send a qualified lead or a booked consultation back to Google Ads, and that stage reaches about 15 a month.
- Wait if the only conversion you can count is the raw form-fill. Run Search first, build the feedback loop, then add Performance Max.
- Skip it for now if nobody records which leads were real. No setting below will save a campaign that cannot tell a buyer from a bot.
This is my rule, not Google's. Google says Performance Max can find "high-quality leads at super scale". In my experience that holds only once the feedback loop exists. If you want to reach people before they search, compare it first with Demand Gen in my guide to Demand Gen vs Performance Max.
Mistake 1: bidding on every form-fill
Google recommends lead-specific conversion goals, such as Qualified lead or Converted lead, and says these give access to "enhanced protections against invalid lead activity" (Google Ads Help).
- Make the deepest stage you can count primary. A qualified lead, a booked viewing or a consultation that showed up. Keep the raw form-fill as a secondary conversion so you can still see it.
- Bid on one stage. Google warns that bidding on several funnel stages inside one Target CPA strategy "can be duplicative". Pick one.
- Send outcomes back from your CRM. Qualified and converted leads happen after the form, on the phone or on WhatsApp. My guide to Google Ads offline conversion import covers how to get them into Google Ads.
If you set a Target CPA, Google says to put it close to the most you would pay for a lead, as a target set too low limits performance. With little data, start on Maximize conversions and add the target later.
Mistake 2: no spam filter on the form
Google's lead-gen page lists three ways to cut form spam: qualifying questions, reCAPTCHA and server-side validation (Google Ads Help). Before you blame the campaign, check every form it can reach, not only the one on your final URL.
- reCAPTCHA, so bots cannot submit the form.
- Server-side validation, so a phone number with the wrong number of digits or a fake email never reaches your CRM or fires a conversion.
- A qualifying question on your own form: budget, timeline or the treatment someone wants. Fire the conversion only on answers you would call back.
One catch with Google's own lead form asset: Google's help page says qualifying responses work in Search campaigns only. In Performance Max, filter in your CRM or on your website form.
You still pay for the click. What the filters stop is junk being counted as a success, which is what trains the campaign to find more of it.
Mistake 3: letting it send people anywhere on your site
Final URL expansion lets Performance Max replace your chosen landing page with any page on your site that it thinks fits the search, and write a headline to match (Google Ads Help). Google recommends leaving it on, but for lead generation that needs care.
Careers pages, blog posts and "About" pages often carry a form or a phone number, and none of them sell anything. A job seeker who lands on your careers page from an ad and sends a CV is a "lead" to a campaign that counts form-fills. You have two options:
- Keep expansion on and exclude pages. Google's page explains URL exclusions for single pages, such as careers or privacy, and rules for whole sections, such as anything containing /blog. Exclusions only work while expansion is on.
- Turn expansion off. Google's lead-gen page suggests this if ads are showing irrelevant pages of your site. It is the simpler choice for a small site with one or two landing pages.
In August 2025 Google added reporting that shows the assets Final URL expansion created, and lets you remove them (Google Ads Help announcement). Check them once a month. Search campaigns have the same setting inside AI Max; my guide to AI Max for Search campaigns covers when to leave it on.
Mistake 4: reaching people who are only interested in the UAE
If you get leads from outside the areas you target, Google's advice is to change the location option from "Presence or interest" to "Presence: People in or regularly in your included locations" (Google Ads Help).
This matters in the UAE because Dubai draws searches from abroad: property, jobs, visas, treatments. "Interest" lets them see your ads. Some of them are real buyers, such as overseas investors in off-plan, but for a clinic or a local service they are rarely worth paying for.
What I see in UAE accounts: when leads come in from the wrong places, the instinct is to start excluding countries and cities. Change the Presence setting first. I once excluded a handful of weak cities in a profitable clinic's Search campaign and watched ROAS fall from 3.5x to 1.4x until I removed them, which I wrote up in my location exclusions mistake.
Mistake 5: no limits on where the money goes
Performance Max gives you far more control than it did at launch. Start with the channel performance report, which shows how each channel contributes to your conversion goals. It sits under Campaigns, then Insights and reports, then Channel performance (Google Ads Help).
Open it before you change anything. Filter by "Conversions" to see what the campaign optimises for, check each channel's leads against your CRM, then use the controls that fit:
- Negative keywords. You can add negatives to a single Performance Max campaign, attach a negative keyword list, or use account-level negatives (Google Ads Help). They apply to Search and Shopping inventory only, so they will not touch junk from YouTube or Display. Build them from search term reporting, now available in every Performance Max campaign, and allow for the reporting lag Google mentions.
- Placement exclusions. Review the placement report and exclude sites and apps that send poor traffic. Google notes that for Performance Max these exclusion lists may need to be applied at account or manager account level.
- Brand exclusions. Google suggests them if you do not want ads on your brand terms. I add them so the campaign cannot pad its numbers with people already searching for you by name.
- Age and device targeting. Fully available in Performance Max since Google's August 2025 announcement. If your clinic treats adults only, set it rather than hope.
- Channel priority with a budget cap. On 14 October 2026 Google announced high and low channel priorities, with a cap on a low-priority channel's share of daily budget (Google Ads & Commerce blog). In Performance Max, Google's own surfaces (Search, YouTube, Maps, Gmail and Discover) form one group, "Google channels". It is rolling out over the coming months; my guide to the new channel controls explains how the cap behaves.
Mistake 6: judging it too early
Google says to allow at least 1 to 2 weeks before major changes, and up to 6 weeks for complex set-ups or low conversion volume (Google Ads Help). Many of the UAE lead-gen accounts I run are low volume, so I plan on the longer end.
The mistake I see is the opposite of patience: someone changes the goal, the target, the assets and the locations in the same week, then judges the result after five days. Make one change, write down the date, and judge it on qualified leads over a full sales cycle.
The fix order
- Clean the form: reCAPTCHA, server-side validation and one qualifying question.
- Change the primary conversion to a qualified lead or booked consultation, with one stage per bid strategy.
- Send CRM outcomes back with offline conversion import or enhanced conversions for leads.
- Set location to Presence, unless overseas buyers are your market.
- Exclude non-sales pages, or turn Final URL expansion off.
- Read the channel performance report, then add negatives and exclusions where it points.
- Set channel priority and a cap once the control reaches your account.
- Leave it 2 to 6 weeks and judge on qualified leads.
If you sell online rather than collect leads, the playbook is different: see my guide to Performance Max for e-commerce. If you would rather hand the set-up over, this fix order is where our Google Ads and Performance Max management starts.
