Google Ads lead form: how to get qualified leads, not junk
A Google Ads lead form brings in better leads when you add a qualifying question, switch the form to More qualified and turn on SMS phone verification in Search campaigns. Then bid on qualified leads, not raw submissions, and get every lead into your CRM and onto WhatsApp within minutes.
As of 18 Oct 2026, the Google Ads lead form has a proper way to separate serious enquiries from people who tapped by accident. Google now lets you mark which answers to a multiple-choice question count as a qualified lead, and those submissions are tagged and counted as their own conversion. Search Engine Roundtable reported the in-product change on 16 October.
Lead forms have a reputation in the UAE for cheap leads that never pick up the phone. Some of that reputation is earned. This guide covers what changed, the three settings that filter junk, which conversion Google should bid on, and the follow-up setup I use for property, clinic and business setup accounts.
What changed in the Google Ads lead form
Lead forms let someone submit their details inside the ad, without visiting your website. Google calls them lead form assets, and you can add them to Search and Performance Max campaigns (About lead form assets, Google Ads Help).
The new part is lead scoring on custom questions. According to Search Engine Roundtable, the setting sits under Assets, Lead Form, Create Lead Form, Custom Questions, and lets you mark up to 12 answers per question as ones that indicate a lead for your business (Search Engine Roundtable, 16 Oct 2026). Google's help centre documents the same feature under the name "qualifying responses".
Google has not published a launch post for it, so check your own account. If you do not see the option yet, it may still be rolling out.
How qualifying responses work
Google's help page sets out the mechanics (About qualifying responses in lead forms, Google Ads Help):
- Search campaigns only. Qualifying responses are not available on lead forms in Performance Max.
- One multiple-choice question. Pick one from Google's list or write your own, then select one or more answers that mean "qualified".
- Automatic tagging. A submission with a qualifying answer is tagged as a qualified lead, and every lead carries a Lead stage in the CSV, webhook and API data.
- A new conversion action. When the question is live in an active campaign, Google adds "Lead form - Response qualified (Google-hosted)" to your Qualified lead goal.
- Not optional. Qualifying questions cannot be marked optional, and an older form may need to be rebuilt as a new form to add one.
The value here is the question itself. A good qualifying question is one where a wrong answer means you would not want the call. For off-plan property that might be budget band or purchase timeline. For an aesthetic clinic, the treatment and whether they want a consultation this month. For business setup, mainland or free zone and when they plan to start.
Keep the qualifying answers honest. If you mark every option as qualified, the tag tells Google nothing and you are back to counting raw submissions.
More volume or More qualified
Every lead form has an optimisation setting. Google's help page says "More volume" is the default and uses a design with fewer steps, which can bring more leads, some of them less interested. "More qualified" uses a design with more steps, which may mean fewer leads that show more interest. You can switch at any time, and Google notes the choice can change your cost per lead and lead volume (Use lead forms in campaigns, Google Ads Help).
For lead-gen businesses where a salesperson calls every lead, I start on More qualified. A slightly higher cost per lead is cheaper than paying a sales team to chase people who never meant to enquire. If volume drops too far for the campaign to learn, test More volume with the qualifying question still in place, so you can still tell the two kinds of lead apart.
Add SMS phone verification
Google's setup guide includes phone number verification by SMS. It adds a one-time password step to the form, which Google says filters out invalid numbers, automated spam and bots. It is currently supported for Search campaigns only (Create lead form assets, Google Ads Help).
If your sales process starts with a phone call or a WhatsApp message, a wrong number is a lead you paid for and cannot use. Verification will cost you some submissions. The ones that drop out at the code step are mostly the ones you did not want.
Two other details from the same page are worth knowing before you edit a live form. Edits that need review pause the linked campaigns until the updated form is approved, and a removed form cannot be restored. Make changes at a quiet time, not on the first day of a launch.
Which conversion goal Google should bid on
Lead forms need a conversion-focused bid strategy and the "Submit lead form (Google hosted)" goal, and only responsive search ads are eligible. You can run the form as the only conversion, where a headline click opens the form, or alongside your website conversions, where the form shows as an asset next to your other assets. Google allows one lead form per campaign (Use lead forms in campaigns).
Here is the part most setups miss. Google's page says the qualified response action is added to the Qualified lead goal. It does not say your bidding switches to it. Check which goals your campaign actually uses. If it still optimises only to every submission, Smart Bidding will keep finding the cheapest form-fills, qualified or not.
My order is simple. Count all submissions so you can see volume, but make the qualified signal the one the campaign optimises to once it has enough conversions to work with. Then go further and import what happens after the form from your CRM: a booked viewing, a consultation that showed up, a signed deal. That is the same logic I explain in fix your ad tracking first. Each time you change goals, expect a learning period, as I covered in the guide to the Google Ads learning period.
Why this matters more in UAE lead-gen
Most of the accounts I run sell offline, with a sales team or front desk turning enquiries into appointments. In those businesses a junk lead is not free. It takes a call, a WhatsApp thread and a follow-up, and it pollutes the data Google learns from.
The pattern I see in UAE property and clinic accounts is a cheap cost per lead on the dashboard and a sales team that says the leads are bad. Usually both are true. The fix is rarely a new campaign. It is a form that asks one question the sales team cares about, verification on the phone number, and a conversion goal that rewards the leads they actually want.
Lead forms are not always the right tool. If your website converts well and shows trust signals that matter in your category, such as developer and project details for real estate lead generation or doctor credentials for clinics, a landing page can produce stronger leads. Test both rather than assuming.
Get leads out of Google fast
A qualified lead goes cold if nobody contacts it. Google's help page is clear on the limits: you can only download leads from the last 30 days as a CSV, and Google keeps leads for 60 days (About lead form assets). Leads you never export are lost.
For any serious volume, set up the webhook to your CRM, or a connector such as Zapier, and add an email notification as a backup. Pass the Lead stage through so your team can see which leads Google tagged as qualified and call those first. In the UAE that first contact is usually a WhatsApp message, and minutes matter more than the script.
What to do now
- Check your account for the option. Open a Search campaign's lead form and look for the qualifying setting on a multiple-choice question.
- Write one qualifying question with your sales team. Budget, timeline or service type. Mark only the answers they would happily call.
- Switch the form to More qualified. Watch cost per qualified lead, not cost per lead, for the next few weeks.
- Turn on SMS phone verification if your follow-up starts with a call or WhatsApp.
- Review your conversion goals. Make sure the campaign is not still optimising only to raw submissions.
- Connect the webhook to your CRM. Never rely on the 30-day download window.
- Import outcomes back into Google Ads. Booked appointments and closed deals tell Google far more than any form answer. Google Ads Data Manager is the simplest route for a weekly CRM export.
This is the kind of setup I handle as part of Google Ads management: tracking and lead quality first, then bidding and budget. If your cost per lead looks fine but sales disagree, my guide to lowering cost per lead covers the rest of the funnel.
