Performance marketing cost in Dubai: what you will actually pay in 2026

By Abhishek Thakral · abhi.performs, Dubai · Updated October 2026 · 9 min read

Short answer

Performance marketing in Dubai costs AED 15,000–40,000 per month for most small and mid-sized businesses, all in. That total has four parts: ad spend (usually AED 10,000–30,000), a management fee (AED 5,000–15,000 for a senior freelancer, AED 10,000–40,000 for an agency, or 10–20% of spend), tracking setup, and creative. The management fee is the smallest line, but it decides whether the rest of the money works.

Most pricing pages give you one number. That number is almost always the management fee, and it hides three of the four things you will actually pay for.

This guide breaks down every cost line in AED, shows what each budget tier gets you, and explains how to read a quote so you can compare a freelancer and an agency on equal terms. At abhi.performs we run Meta and Google Ads for businesses across the UAE, and our own pricing is published further down. You do not have to hire us to use any of this.

The four cost lines in performance marketing

Every performance marketing budget splits into the same four lines. Who pays for each one, and whether it is in the quote, is where most of the confusion comes from.

A quote that only lists a management fee is not cheaper. It just has not told you about the other three yet.

Performance marketing pricing models

There are three ways a performance marketer or agency in the UAE will charge you to manage campaigns.

Pricing model Typical range Best for Watch out for
Flat monthly retainerAED 5,000–40,000Most businesses spending AED 10K–150K a monthGet scope (platforms, creative, reporting) in writing
Percentage of ad spend10–20% of spendoften with an AED 5,000 minimumLarge or fast-scaling budgetsThe fee grows when spend grows, even if results do not
Hybrid / performanceLower base + bonusper lead, sale or ROAS targetBusinesses with clean, trusted trackingOnly fair if both sides agree on what counts as a result

Percentage pricing feels fair, but it rewards your marketer for spending more, not for spending well. At AED 50,000 of monthly spend, a 15% fee is AED 7,500, and a flat retainer for the same work usually comes out cheaper. The exact breakeven maths is in Meta Ads management fees: retainer vs % of ad spend.

Freelancer vs agency: what each costs

The biggest single factor in performance marketing pricing is who you hire. Here is what the market looks like in 2026.

Who Monthly management fee What you get
Junior or generalist freelancerAED 2,000–5,000Campaign setup and basic optimisation; limited strategy or tracking work
Senior specialist freelancerAED 5,000–15,000Strategy, builds, creative direction, tracking and reporting from the person doing the work
Small agencyAED 8,000–20,000or 10–20% of spendA team, but often a junior account manager running day to day
Mid-size agencyAED 15,000–40,000or 15–25% of spendBroader services (SEO, social, content) bundled with paid ads
Network agencyAED 100,000+Enterprise brands with multi-market, multi-channel needs

The price gap between a senior freelancer and an agency is mostly overhead: offices, account managers, sales teams and margin. The work inside the ad account is similar, and with a freelancer the senior person is the one in your account every day, not reviewing it once a month.

Agencies do win on breadth. If you need SEO, social media management, web development and paid ads under one contract, an agency makes sense. If paid ads are the growth engine, a specialist is usually better value. The full trade-off is in freelancer vs agency for paid ads.

Cost by budget tier: total monthly outlay

This is the table to use when planning a budget, because it shows the whole bill, not just the fee.

Tier Ad spend / month Management Total / month Who it suits
StarterAED 10,000–20,000AED 5,000–7,000AED 15,000–27,000One platform, one offer, one location: a clinic, a single property launch, a service business
GrowthAED 20,000–60,000AED 7,000–15,000AED 27,000–75,000Meta and Google together, several offers or audiences, ongoing creative testing
ScaleAED 60,000–150,000+AED 15,000–30,000+AED 75,000–180,000+Developers, e-commerce, multi-branch brands, several GCC markets

Add one-time tracking setup and any video production on top. A realistic first month for a starter account is the monthly total plus AED 2,000–5,000 for tracking.

A worked example: AED 5,000 management + AED 15,000 ad spend = AED 20,000 per month. Of that, AED 15,000 goes to Meta or Google and AED 5,000 to the person running the campaigns. If your marketer is VAT-registered, 5% VAT applies to the management fee.

How much ad spend do you actually need?

Around AED 10,000 per month is the practical floor for paid ads to work properly. Below that, Meta and Google do not collect enough conversions to optimise, and you end up paying for the platform's learning instead of for leads.

If your budget is under AED 10,000, a good marketer should tell you that on the first call rather than take your retainer.

Cost per click and cost per lead benchmarks in Dubai

Ad costs in the UAE run higher than most markets because the audience is wealthy and competition is dense. These are typical 2026 ranges; your own numbers depend on offer, creative, landing page and tracking.

Meta (Facebook, Instagram)CPMAED 15–45

Cost per lead by industry (indicative)

IndustryTypical CPLWhat actually matters
Real estate / off-planAED 40–250Cost per qualified lead and per closed deal
Aesthetic and dental clinicsAED 80–400Cost per booked consultation
Education and trainingAED 35–190Cost per enrolment
E-commerceAED 35–180per purchaseROAS and repeat purchase rate
Hospitality and tourismAED 30–170per bookingBooking value vs cost

Real numbers from my accounts. On an off-plan property campaign, AED 13,869 of Meta spend produced leads at an average of AED 36, with the best campaigns at AED 18–29, a cost of AED 3,467 per closed deal, and AED 7.9M in property sold.

That is the gap a well-run account creates against the market average, and why a management fee is worth judging against results, not against other quotes.

If your CPL sits well above these ranges, the problem is rarely budget. See how to lower your cost per lead.

Tracking is a cost, and skipping it costs more

Tracking setup typically runs AED 2,000–8,000 one-time, depending on how many platforms, forms and CRM connections are involved. Some providers, including us, include it in onboarding.

It is the cheapest line on the bill and the one most often skipped. Without Conversions API, Enhanced Conversions and lead-quality feedback from your CRM, the platforms optimise for whoever fills a form fastest, not whoever buys. You pay the same ad spend for worse leads. Fixing tracking is the single highest-return change in most accounts I audit. More in fix tracking first.

What creative costs

Creative is the biggest lever on cost per lead in 2026, because Meta and Google now do most of the targeting themselves. The ad is the targeting.

Budget for fresh creative every month. Accounts that run the same three ads for a quarter watch their CPL climb as audiences tire of them.

How to read a performance marketing quote

With two or three quotes side by side, check these before comparing prices.

Red flags: a markup on ad spend, ads run from the agency's own account, "guaranteed" lead numbers before anyone has seen your data, and reports full of reach and engagement with no cost per result.

Why performance marketing prices vary so much

Two quotes for the same brief can be AED 4,000 apart for honest reasons.

The cheapest quote is rarely the cheapest outcome. A marketer who cuts your cost per lead by 30% pays for their fee many times over.

Our pricing, in the open

Most agencies in Dubai do not publish prices. We do, because you should know where you stand before a call.

The final number depends on platforms, spend and scope. A Meta-only account for one clinic is priced differently from Meta and Google across three property launches. See the Meta Ads and Google Ads service pages for what each includes.

Frequently asked questions

How much does performance marketing cost in Dubai?+
Most small and mid-sized businesses spend AED 15,000–40,000 per month in total. That includes AED 10,000–30,000 of ad spend plus a management fee of AED 5,000–15,000 for a senior freelancer or AED 10,000–40,000 for an agency. Tracking setup and video creative are usually extra.
What are PPC management fees in Dubai?+
PPC management fees in Dubai usually run AED 5,000–15,000 per month for a specialist freelancer and AED 8,000–40,000 for an agency, or 10–20% of ad spend. Most agencies set a minimum fee of around AED 5,000 regardless of spend.
Is a percentage of ad spend or a flat fee better?+
A flat fee is usually better for budgets under AED 100,000 a month, because a percentage rewards spending more rather than spending well. Percentage pricing can make sense at very large budgets where workload genuinely rises with spend.
Does the management fee include ad spend?+
No. Ad spend is paid directly to Google, Meta or TikTok. The management fee is what you pay the marketer to run the campaigns. AED 5,000 management plus AED 15,000 ad spend is AED 20,000 per month in total.
What is the minimum budget for performance marketing in the UAE?+
Around AED 10,000 per month in ad spend is the practical minimum for campaigns to collect enough data to optimise. Add the management fee on top, so a realistic minimum total is around AED 15,000 per month.
Is a freelance performance marketer cheaper than an agency?+
Usually, yes. A senior freelancer typically charges AED 5,000–15,000 a month, while agency retainers start around AED 10,000 and often run much higher. The difference is mostly agency overhead, and with a freelancer the senior person runs your account directly.
How long before performance marketing pays back?+
Paid ads can bring leads in the first week, but campaigns usually need two to four weeks of data to stabilise and six to eight weeks to show a reliable cost per qualified lead. Judge the first month on learning, and months two and three on cost per result.
Do I need to sign a long-term contract?+
Not necessarily. Many agencies ask for three to six months. Many freelancers, including Abhishek Thakral, work month-to-month, so the engagement continues only while the numbers justify it.
