Short answer

In Dubai, Meta Ads management is billed three ways: a flat monthly retainer (freelancers from about AED 5,000, agencies AED 10,000–25,000), a percentage of ad spend (typically 10–18%, usually with a minimum fee), or a hybrid of both. A flat retainer becomes cheaper once monthly spend passes roughly AED 33,000–50,000; below that, percentage pricing often costs less.

The breakeven: when a flat retainer beats a percentage

In the UAE, a AED 5,000 flat retainer and a 15% of spend fee cost exactly the same at AED 33,333 of monthly Meta spend.

The formula: breakeven monthly spend = flat fee ÷ percentage rate. For a AED 5,000 flat fee, that is AED 33,333 against 15%, AED 41,667 against 12% and AED 50,000 against 10%.

Caveat: flat retainers are priced for a spend band. At AED 150,000+ monthly spend, the flat fee is renegotiated, not held at AED 5,000.

Why percentage-of-spend fees create the wrong incentive on Meta

A 15% of spend fee pays a Dubai Meta Ads manager AED 15,000 on a AED 100,000 budget, whether it produces 50 qualified leads or 500.

Under a percentage model the manager earns more when you spend more, not when you spend better. Every budget increase they recommend is also a pay rise.

Hybrid and performance-based fees

Hybrid Meta Ads fees in Dubai typically combine a base of AED 3,000–8,000 with 5–10% of spend above an agreed threshold.

Worked example: AED 4,000 base + 8% of spend above AED 30,000.
