Meta's housing special ad category: what UAE property advertisers need to know

By Abhishek Thakral · abhi.performs, Dubai · Updated October 2026 · 9 min read

Short answer

Meta's housing special ad category is required when a property campaign reaches the US, Canada or Europe, or the advertiser is based in the US. A UAE broker targeting only the UAE or the Gulf can opt out. Inside the category, age, gender, postcodes, exclusions and lookalikes are locked or removed, so keep those campaigns separate.

Many Dubai off-plan launches are sold to buyers abroad as well as to people in the UAE. The moment a campaign reaches Europe, the US or Canada, Meta's housing special ad category comes into play. Most of its rules were written for US housing law, so it is fair to wonder why they apply to a Dubai project at all.

For a UAE company, they apply because of where your ads are shown, not where you are registered. Below is when the category is required, what it changes, and how I set up property campaigns that need to reach buyers abroad without hurting the ones aimed at the UAE.

What the housing special ad category is

The housing special ad category is a campaign label that tells Meta your ads offer housing, and in return Meta limits the audience options you can use. Meta's Special Ad Categories documentation lists four categories: housing, employment, financial products and services (which replaced the old credit category), and social issues, elections or politics.

The first three exist to stop discrimination. Meta's discriminatory practices policy bars ads that wrongfully target or exclude people based on attributes such as national origin, religion, age, sex or family status, and requires advertisers to follow laws against discrimination in offers of housing. The category is how Meta enforces that in the targeting tools themselves.

The Meta pages cited here do not spell out which property ads count as housing (checked 26 October 2026). I treat any ad for a home to buy or rent as a housing ad, off-plan units included. Meta reviews ads itself, so labelling too little is the riskier mistake.

Does a UAE property advertiser need it?

A UAE-based advertiser needs the housing special ad category only when the campaign reaches people in the US, Canada or Europe. Meta's developer documentation says businesses outside the US that reach audiences outside those regions "can choose to opt-in or opt-out of audience restrictions".

The dates matter for older campaigns you might duplicate. The requirement started for US-based advertisers and US audiences on 4 December 2019, for audiences in Canada on 3 December 2020 and for audiences in Europe on 7 December 2021. Here is the decision rule I use:

Meta's help pages say "certain European countries and territories" and do not publish the list (checked 26 October 2026). I treat the UK, every EU country, Norway and Switzerland as in scope. When in doubt about a country, declare the category: a rejection in the middle of a launch costs more than the targeting you give up.

Note that choosing "None" for a UAE-only campaign does not switch off the non-discrimination policy. Meta says it applies the same policies everywhere, so a UAE campaign that excludes people by nationality or religion can still break the rules.

What changes inside the housing special ad category

Declaring housing locks or removes most of the audience controls property marketers are used to, and Meta enforces them as hard errors. These are the restrictions in Meta's documentation and its help page on audiences for housing campaigns:

What still works

The tools left are more useful than they look. Meta's documentation lists custom audience inclusion, custom audience exclusion, custom audience expansion and Advantage+ audience as supported when a campaign is moved into a special ad category. Customer lists have an eligibility check, so a list can be refused for a housing campaign; test yours before the launch date.

Your creative still works too. Language, the payment plan, the handover date and the view all shape who stops scrolling, and none of that is restricted. Keep it factual: the same policy that limits targeting also bars discriminatory content in the ad itself.

What happens if you skip it

Meta does not rely on your label alone. Its documentation says it also uses human reviewers and machine learning to spot housing ads, and that a wrong category risks your ads being paused until the campaign is fixed. Its guide to choosing a category adds that ads may be rejected if the right category is not chosen.

For a launch with a fixed date, that is the real cost. A paused campaign loses the days you planned the launch around, and you end up rebuilding it under the restrictions anyway.

How I set up off-plan campaigns for buyers abroad

The structure that keeps both markets healthy is two campaigns per launch: one for the UAE and the Gulf without the category, one for overseas buyers with it. You choose the category when you create the campaign: in Ads Manager, open Special Ad Categories, pick the category, then the countries. Every ad set inside follows it, so mixing markets in one campaign drags the UAE ad sets into the restrictions.

  1. Split by market first. UAE and Gulf campaign on "None", with your usual targeting. International campaign declared as housing, with only the countries that need it.
  2. Target whole countries or large regions abroad. A pin on a European city becomes at least a 15 km circle anyway. Country-level targeting with Advantage+ audience is simpler and gives Meta more room to find buyers.
  3. Build custom audiences you are allowed to use. Website visitors and video viewers work; run the eligibility check on any customer list before you plan around it.
  4. Let the creative select. Write for the buyer you want: an investor ad leads with rental yield and payment plan, an end-user ad leads with the community and handover. Do not mention who you do not want.
  5. Move qualification after the click. You lose age and interest filters, so ask about budget and timeline in the form, and qualify on WhatsApp within minutes. My comparison of click-to-WhatsApp ads and instant forms covers which suits your sales team.
  6. Send outcomes back to Meta. When targeting is broad, the conversion you optimise for does the filtering. Pass qualified leads and viewings back through the Conversions API, which is why I fix your ad tracking first on any account that sells abroad.

This is the same principle behind my real estate lead generation playbook for the UAE: one campaign per project, simple ad sets, strong creative, and judging on qualified leads in the CRM. On one Dubai off-plan brokerage that structure produced AED 7.9M of off-plan property from AED 13,869 of Meta spend. If you also run Google Search for the same projects, my Google Ads for real estate playbook covers the permit check, location options and lead handling there.

My rule for property accounts: if a launch has an overseas audience, the overseas campaign is built under the housing category from day one, even for a small test. Results from a test run without the restrictions tell you little about how the campaign will perform once they apply.

Mistakes to avoid

What to do now

  1. List every country your property campaigns reach. Include ad sets that were added later and campaigns duplicated from old launches.
  2. Move overseas ad sets into their own campaign. Declare housing for it and keep the UAE campaign on "None".
  3. Rebuild the audience inside the rules. Whole countries, Advantage+ audience and eligible custom audiences.
  4. Check the qualifying questions and the conversion signal. Budget, timeline and live-or-invest in the form; qualified leads sent back through the Conversions API before you scale.

If you would rather have this set up for you, it is part of how I run Meta Ads management for property developers and brokers.

Frequently asked questions

Do I need the housing special ad category if I only advertise in the UAE?+
No. Meta lets advertisers based outside the US whose ads reach only audiences outside the US, Canada and Europe opt in or out, so a UAE-only property campaign can choose None and keep the full targeting tools. Meta's non-discrimination policy still applies to it.
Which countries require Meta's housing special ad category?+
Ads reaching the US, Canada or certain European countries and territories, plus every campaign run by a US-based advertiser. Meta's help pages do not publish the European list, so I treat the UK, the EU, Norway and Switzerland as in scope.
Can I use custom audiences in a housing special ad category campaign?+
Yes. Meta lists custom audience inclusion, exclusion and expansion as supported, along with Advantage+ audience. Lookalike audiences are not available, and customer lists go through an eligibility check that can refuse them.
What is the minimum location radius for housing ads on Meta?+
At least 15 km around any city, address or dropped pin for Europe, and 15 miles or 25 km for the US and Canada. Postcodes, small areas such as neighbourhoods, and location exclusions are not available.
