Google Ads conversion tracking: how to set it up for leads in the UAE
Google Ads conversion tracking tells Google which clicks became leads. For a lead-gen site, make the form lead your one primary action, counted once per click. Track phone and WhatsApp taps as secondary click actions, since Google forwarding numbers aren't offered in the UAE. Then test the tag before Smart Bidding relies on it.
Most Google Ads accounts I open in the UAE do have Google Ads conversion tracking. The problem is what it counts. A contact page visit, a WhatsApp button click and a real enquiry often sit side by side as "conversions", and Smart Bidding chases whichever is easiest to get.
Below is the set-up I use for lead generation, from deciding what counts to checking that Google records it.
What Google Ads conversion tracking records
When someone clicks your ad, Google stores the click in a cookie on your domain, and your conversion tag reads it when that person completes the action you defined, according to Google's page on how Google Ads tracks website conversions.
That data does two jobs. It shows which campaigns, keywords and ads produced leads, and Smart Bidding strategies such as Maximize conversions and target CPA use it to set your bids. If the tag counts the wrong thing, the report and the bidding go wrong together.
Decide what counts before you touch the tag
Only primary conversion actions are used for bidding and appear in the "Conversions" column; secondary actions show in "All conversions" for observation only, as Google explains in About primary and secondary conversion actions.
So the first decision is not technical. Write down the actions a lead can take on your site and decide what each one is for. This is how I set them for a typical UAE lead-gen account:
| Action | Primary or secondary | Count |
|---|---|---|
| Lead form submitted | Primary | One |
| Qualified lead or booked consultation (imported from your CRM) | Primary once imports run regularly | One |
| Click on your phone number | Secondary, unless calls are your main enquiry route | One |
| Click on a WhatsApp button | Secondary | One |
| Page views, scrolls, contact page visits | Don't create them as conversions | n/a |
The count matters as much. Google's page on conversion counting options says "One" counts a single conversion per ad click and suits leads, because usually only one unique lead per click adds value. "Every" suits sales. Website actions and clicks on a mobile phone number default to "Every", so change them by hand. A change applies only to future conversions.
Google tag or GA4 import: pick one source per action
Google Ads can record a conversion from its own Google tag or import a key event from Google Analytics 4, and you can use both sources for different actions (Set up your web conversions).
- Google tag. Google's conversion measurement page recommends it if you don't use Analytics or need Ads-specific features such as enhanced conversions. That is why I use it for the primary lead action: enhanced conversions for leads builds on it.
- GA4 import. The quickest route if GA4 already tracks your form well. You need Admin access in Google Ads, Edit access in GA4, and the event marked as a key event. Google says it can take 24 to 48 hours before the event appears for import.
Two traps. Conversions created from Google Analytics are secondary by default and can only be made primary in Google Ads. And if the Google tag and a GA4 import both track the same form fill as primary, every lead counts twice. Choose one source for each action and set the other to secondary or remove it.
Google Ads conversion tracking setup, step by step
You create the conversion action in Google Ads first, then install the tag that fires it, following Google's web conversions set-up guide.
- Turn on auto-tagging in your account settings, if it isn't on already.
- Create the action. Go to Goals, then Conversions, then Summary, and select "+ Create conversion action". Enter your domain and let Google scan for an existing Google tag or GA4 property.
- Pick the category closest to the action (for a form, the lead form category), so it sits in the right goal.
- Choose URL or code. "Set up with URL" fires on a page load, such as a thank-you page, and needs no code changes once the Google tag is on the site; you can match the URL exactly, by "contains" or by "starts with". "Set up with code" is for button clicks, form events and values.
- Open the conversion settings before you save: set the count to One, "Action optimization" to Primary for the form lead and Secondary for everything else, and give it a name your team will understand in a year.
- Install the tag. With Google Tag Manager, add a Google Ads Conversion Tracking tag with the Conversion ID and Conversion Label. You'll find both under the action's tag set-up. Fire it on the thank-you page view or your form's success event, add the Conversion Linker on all pages, preview, then publish.
A thank-you page only works if nobody can reach it without submitting the form. If it is linked from the menu, bookmarked or indexed, it will count visits as leads. A form success event is safer.
Calls and WhatsApp clicks in the UAE
Google forwarding numbers, which Google Ads uses to measure calls from ads and calls to the number on your website, are not offered in the UAE, which is missing from Google's list of countries with forwarding numbers (checked November 2026).
The same page says call reporting must be off for call assets to run where forwarding numbers aren't available. So a UAE account can't use Google's call reporting to count calls from the ad or measure how long they lasted. What it can track is a click on your phone number on the website.
- Phone number clicks. Google supports tracking a click on a
tel:link on your mobile site as a conversion. In Tag Manager, enable the built-in Click URL variable, then use a "Just Links" click trigger set to "Some Clicks" where Click URL containstel:, and fire a separate conversion action from it. - WhatsApp clicks. The same method works for WhatsApp buttons: a "Just Links" trigger where Click URL contains
wa.me(addapi.whatsapp.comif your site uses that format). This is how to track WhatsApp clicks in Google Ads without extra tools.
Treat both as clicks, not leads: someone can tap the WhatsApp button and never send a message. If most of your enquiries really start on WhatsApp, the click is the best signal the tag can see; what happens in the chat has to come back from your CRM, through Google Ads offline conversion import.
How to check the tag is recording
Google Ads shows one of five statuses for each conversion action in Goals, then Summary: Active, Needs attention, Misconfigured, Awaiting conversions or Removed, as listed in Google's conversion tracking status troubleshooter.
- Active: working as intended. Needs attention: still recording, with issues listed when you hover over it.
- Misconfigured: conversions have stopped recording because of a set-up error or a broken tag.
- Awaiting conversions: nothing recorded in the last 7 days. Google says this usually means the action is under 48 hours old, campaigns are paused, or traffic is too low.
Older guides still show "Inactive" and "No recent conversions"; Google has replaced them with Misconfigured and Awaiting conversions.
To test a new action, hover over its status and select Troubleshoot. This opens Tag Assistant: enter your landing page rather than the thank-you page, complete the form as a visitor would, then finish the session. Google also warns that a test in Tag Manager's preview mode, or a visit straight to the conversion page without an ad click, may not show up in Google Ads, so a zero after a preview test is not proof of a fault.
Google Ads conversion tracking not working? Check these first
When conversions stop, or never start, the cause is usually one of four things, all covered in Google's page on how Google Ads tracks website conversions and its set-up guide.
- The click ID (GCLID) never arrives. Auto-tagging is off, a click tracker or server-side redirect drops it before the landing page, or Tag Manager has no Conversion Linker to store it on your domain. If the thank-you page is on another domain, Google says you also need the cross-domain linker.
- The form or booking widget sits in an iframe. Google says not to fire tags from inside an iframe, so check where the success event actually happens.
- A plugin and a tag doing the same job. Website builders often add their own Google Ads tag. Google warns that double-tagging can cause duplicate conversion reporting.
- The cookie banner. If you use one, read my Consent Mode v2 guide so tags respect the visitor's choice without going silent.
After you fix tracking or change which actions are primary, Google recommends giving Smart Bidding one to two conversion cycles to adjust. Don't judge the campaign on the first few days.
What I see in UAE accounts: WhatsApp clicks set as primary and counted "Every", next to a form lead. The account reports more conversions each month while real enquiries stay flat, because bidding has learnt that a tap on a green button is the cheapest conversion to buy. Moving those clicks to secondary is often the first fix I make.
The set-up order I use
- Mark every action primary, secondary or not tracked, and pick one source for each.
- Build the form lead first through Tag Manager, counted once, and test it with Tag Assistant.
- Add phone and WhatsApp clicks as secondary actions.
- Switch on Smart Bidding only once the form action shows Active.
- Add quality on top: enhanced conversions for leads, then qualified leads from your CRM through offline import.
Conversion tracking is the first layer; the full order for Google, Meta and GA4 is in my guide on how to fix your ad tracking first. If you would rather have it set up and checked for you, that is part of my Google Ads management.
